Massive storm wreaks havoc on presidential race

CELINA, Ohio (AP) ? Republican presidential candidate Mitt Romney and President Barack Obama frantically sought to close the deal with voters with precious few days left in an incredibly close race as this year's October surprise ? an unprecedented storm menacing the East Coast ? wreaked havoc on their best laid plans.

Ever mindful of his narrow path to the requisite 270 electoral votes, Romney looked to expand his map, weighing an intensified effort in traditionally left-leaning Minnesota. Obama sought to defend historically Democratic turf as the race tightened heading into the final week.

Wary of being seen as putting their political pursuits ahead of public safety, the two White House hopefuls reshuffled their campaign plans as the storm approached. Both candidates were loath to forfeit face time with voters in battleground states like Virginia, which is likely to be afflicted when Hurricane Sandy, a winter storm and a cold front collide to form a freak hybrid storm.

"The storm will throw havoc into the race," said Sen. Mark Warner, D-Va., noting that a Monday rally in his state with Obama and former President Bill Clinton has already been canceled.

Obama, preparing to depart for Florida a day early to beat the storm, followed up a morning church service with his daughters with a visit to the Federal Emergency Management Agency's headquarters, where the president was briefed before speaking by phone to governors and mayors in affected states. Hours before rainfall was expected to begin, Obama declared a state of emergency in Maryland, freeing up federal funds to aid local response efforts.

"Anything they need, we will be there," Obama said. "And we are going to cut through red tape. We are not going to get bogged down with a lot of rules. We want to make sure that we are anticipating and leaning forward into making sure that we've got the best possible response to what is going to be a big and messy system."

An opportunity for Obama to demonstrate steady leadership in the face of a crisis was offset by the risk that the federal government, as in past emergencies, could be faulted for an ineffective response, with the president left to take the fall.

Obama canceled campaign stops Monday in Virginia and Tuesday in Colorado to monitor the storm but planned to go forward with other events Monday in Florida and Ohio, with Clinton at his side. He planned to return to Ohio on Wednesday with stops in Cincinnati and Akron, followed by a Thursday swing through Springfield, Ohio; Boulder, Colo.; and Las Vegas.

Romney nixed three stops in up-for-grabs Virginia on Sunday, opting instead to campaign with running mate Paul Ryan in Ohio before heading Monday to Wisconsin, where the former Massachusetts governor has chipped away at Obama's lead.

"Let's today when we get home put in our prayers the people who are in the East Coast in the wake of this big storm that's coming," Ryan said in Celina, Ohio.

As Ryan discussed the approaching end of the race, the crowd erupted with chants of "nine more days."

Also vexing to Obama and Romney was the prospect that bad weather could hinder early voting and get-out-the-vote efforts, key components for both campaigns in the waning days of the campaign.

"Obviously, we want unfettered access to the polls, because we think the more people that come out, the better we're going to do," said David Axelrod, a top adviser to Obama's campaign. "To the extent that it makes it harder, that's a source of concern."

Boarding Romney's campaign bus in Dayton, Ohio, Sen. Rob Portman hedged when asked whether the storm could affect turnout in his hotly contested state: "We'll see. On early voting, it might."

Signs of the storm's enormity were quickly mounting. New York City prepared to shut down its mass transit system and ordered some residents to evacuate, while governors from North Carolina to Connecticut declared states of emergency. Airlines canceled more than 3,000 flights in anticipation of the hurricane, which has already killed more than 60 people in the Caribbean.

Virginia Gov. Bob McDonnell, whose state is among the most competitive in the race, said intensive contingency plans would prevent the storm from undermining voters' ability to cast their ballots.

"We've got about 2,000 additional people that are coming into Virginia to help our power suppliers," said McDonnell, a top Romney ally. "The state board of elections is already planning for extended hours in advance for absentee voting, and it's now a priority, moved up to the same level as hospitals and police stations to have power restored."

Getting voters to the polls ? whether early or on Election Day ? is one of the few elements of the race still in the candidates' control with little more than a week left in the race. Although Romney and Obama are in a close contest for the popular vote, the president continues to have the upper hand in the handful of contested states where the victor will be decided. An Associated Press analysis shows Romney has fewer routes than Obama to reach the 270 electoral votes he needs to oust the incumbent, although the Republican has pulled even, or is slightly ahead, in a few pivotal states like Virginia and Florida.

With time running out, both campaigns appeared to be fine-tuning their map of the states where they're campaigning the hardest.

A senior Republican official, speaking on the condition of anonymity to disclose private deliberations, said Sunday that the Romney team was seriously discussing sending Romney, Ryan or both to Minnesota during the final week. The state hasn't gone Republican in the presidential race since 1972, but recent polling shows a tighter race there than most anticipated. Both campaigns are buying TV time in the state, but neither has dispatched a member of the ticket for a public event since Vice President Joe Biden visited in August.

In a flashback to the 2008 race, Obama's campaign announced that Biden will campaign Thursday in Pennsylvania, reprising a visit to his hometown of Scranton that he made during the final week four years ago. Pennsylvania too has been Democratic territory in recent years, but Romney has continued to contest the state, with an advertising assist from the Republican Party.

Eager to show energy and momentum on their side, both teams took to the Sunday talk shows to quibble over which candidate is faring better in state-level efforts to get supporters to the polls.

"Our people are coming out," said Stephanie Cutter, Obama's deputy campaign manager. "Ohio, Florida, the first day of early voting in Florida yesterday ? record numbers of people are coming out to vote. It's something like we've never, ever seen. And that's a sign."

Reince Priebus, the GOP chairman, pointed to recent gains for Romney that have lifted him to a virtual tie in most national polls. "The challenger always wins in a tie race," he said.

Axelrod, Priebus and McDonnell spoke on CNN's "State of the Union." Warner spoke on "Fox News Sunday" and Cutter on ABC's "This Week."

UK energy department to hold public enquiry against proposed wind farms in Wales

The UK Department of energy and climate change will conduct a public enquiry into the applications for consent to build five new onshore wind farms in Powys, Mid-Wales.

The enquiry has been initiated following complaints by the Powys County Council in September 2012 against to CeltPower 125MW Llandinam scheme, Fferm Wynt Llaithddu Cyf's 66.7MW Llaithddu scheme and RES UK & Ireland's 100MW Llanbrynmair scheme.

Powys County Council had earlier raised objections against Vattenfall's 59.MW Llanbadarn Fynydd scheme and RWE npower renewables' 130-250MW Carnedd Wen scheme.

All of the above farms will now face a joint public inquiry.

Commenting on the developments Department of Energy and Climate Change spokesperson remarked that process of planning for the wind warms had a mechanism that allows objections for wind farms to be raised.

"Due to the County Council's objections to these five wind farm proposals for Mid-Wales, the Government has decided that evidence on the benefits and impacts of these proposals is best considered at a joint public inquiry for all five applications," said the spokesperson.

Docks, water sports planned for downtown Beaufort

BEAUFORT , S.C. (AP) ? Beaufort City Council has approved the concept of expanding the marina by the city's popular waterfront park. The plan includes more dock space and adding a water sports area with a place to store paddleboats.

The council approved the concept Tuesday evening.

Mayor Billy Keyserling says plans will be drawn up as soon as the city receives a $35,000 state grant next year. The city already has $27,000 from the Department of Natural Resources.

About $250,000 for the project will come from public money. The water sports center would be developed by a private business.

The plan includes adding a 250-foot dock, the water sports center and money for a marketing plan to advertise the new development.

Could Romney Overturn Roe v. Wade?

If former Gov. Mitt Romney wins this year's presidential election, there is a realistic chance that Roe v. Wade ? the Supreme Court decision that protected a woman's right to have an abortion ? could be overturned under his administration, experts say.

With the justices sitting on the court now, it's very unlikely an abortion case would garner the five votes needed to reverse the ruling, said Harvard Law School assistant professor I. Glenn Cohen, co-director of the school's Petrie-Flom Center for Health Law Policy, Biotechnology, and Bioethics. But Associate Justice Ruth Bader Ginsburg, a left-leaning judge who is 79, could retire during the next administration, allowing the president to nominate a more conservative-minded judge. Another justice could retire as well.

If that happens, it's "possible to likely" that the court would have enough votes to overturn the 1973 ruling, Cohen said.

For the Roe v. Wade decision to be overturned, a case dealing with abortion rights would have to reach the Supreme Court, and there are cases in the lower courts that could easily make their way to the nation's top court, Cohen said.

Even if a case does not directly address the legality of abortion ? but instead, for example, centers on whether a pregnant woman should be required to view an ultrasound image of the fetus before an abortion ? the court could use the case as an opportunity to rule on Roe v. Wade as a whole, Cohen said.

If Roe v. Wade were overturned, laws regarding abortion would be decided by each state. Some states, including Kentucky, Louisiana, Mississippi and South Dakota already have already passed laws that would make abortion illegal immediately in the event Roe v. Wade were overturned. Other states, including California, Hawaii and Maine, have laws protecting abortion rights if the ruling is reversed. Other states would have to pass new laws to address abortion rights, Cohen said.

It's not clear whether it would be constitutional for Mississippi, for example, to try to prohibit its residents from having a legal abortion in California, though such cross-state medical procedures would be difficult to control, Cohen said. Even if women could legally go to another state for an abortion, such travel is not always feasible, Cohen said. "It's not a great solution for women," he said.

Without replacing a judge, the court could still "chip away" at Roe vs. Wade, Cohen said. Currently, abortions in most states are legal until the fetus is viable ? meaning it could theoretically live outside the mother ? a stage reached around 23 weeks into pregnancy. However, about a dozen states have passed legislation that ?aims to make abortion illegal after 20 weeks on the basis that a fetus could feel pain at this point ? a disputed claim.

Because Roe vs. Wade does not address the pain of the fetus, such cases present a new "interest" that the court did not previously consider, Cohen said. As such, the cases present an opportunity for members of the court to narrow the time period of a legal abortion by about three weeks, Cohen said.

However, the Supreme Court decides which cases to take ? about 80 cases are heard each year ? and it's not certain the Court would pick an abortion case during in the next administration.

Pass it on: It's possible Roe vs. Wade could be overturned if a new Supreme Court judge is appointed who takes a stance against abortion rights.

Encouraging China PMI halts slide in Asian shares

TOKYO (Reuters) - Data suggesting a gathering economic recovery in China helped trim declines in Asian shares on Wednesday, though investors stayed risk averse due to weak corporate earnings results worldwide and enduring worries over economic slowdown.

The China HSBC Flash Manufacturing Purchasing Managers Index (PMI) rose to a three-month high of 49.1 in October, also registering the most robust order books since April, signaling a strengthening recovery.

The MSCI index of Asia-Pacific shares outside Japan <.miapj0000pus> eased 0.1 percent, slightly trimming an earlier 0.3 percent drop. Hong Kong shares <.hsi> also narrowed losses to a 0.1 percent from a decline of 0.3 percent, while Shanghai shares <.ssec> steadied from a 0.2 percent fall.

Japan's Nikkei average <.n225> were down 0.4 percent, recovering from an earlier drop of more than 1 percent. <.t/>

"Recent data have suggested that Chinese growth may have bottomed out last month, helping to improve market sentiment as U.S. economic figures have also been hinting at a brightening recovery trend recently," said Kyoya Okazawa head of global equities at BNP Paribas in Tokyo.

But corporate earnings were a bigger focus for South Korean shares <.ks11>, which fell 0.7 percent, as lacklustre results in local and international markets weighed on investor sentiment.

SK Hynix Inc , the world's No.2 computer memory chipmaker, reported a third-quarter operating loss before the market opened, but its shares gained as the loss was smaller than expected.

Australian shares were down 0.6 percent at a one-week low as a stronger inflation data scaled back expectations for a further interest rate cut, countering the bullish impact from positive data from China, Australia's single largest export market.

The dollar was steady against the yen at 79.82 yen, having hit its highest since early July of 80.02 on Tuesday.

The Australian dollar rose to a high of $1.0317 after the Chinese data, having earlier risen from around $1.027 following data showing Australian consumer prices increased a surprisingly large 1.4 percent last quarter, lowering expectations for interest rate cuts.

The Aussie rose 0.5 percent against the yen to 82.33 yen, helping the euro to steady against the yen at 103.70 yen. The euro touched a 5/1-2 month high against the yen of 104.45 on Tuesday.

Markets may remain cautious, but their response "is more geared towards consolidating risky assets near lower levels that justify bearing the risk, rather than the pre-announcing more difficulties to come", Barclays Capital said in a research note.

On Tuesday, a leading European share index, te FTSEurofirst 300 index <.fteu3>, slid to its lowest level in more than one-and-a-half months on Tuesday, while U.S. stocks fell, with the Dow industrials suffering the biggest drop since June 21 after DuPont and United Technologies showed profit growth slowing, adding to a string of disappointments from companies falling short of Wall Street's expectations.

U.S.-listed shares of foreign companies slid across the board on Tuesday, also on fresh worries over the euro zone's debt crisis as Spanish bond yields rose after Moody's Investors Service downgraded five of Spain's regions.

Spot gold recovered to rise 0.3 percent to $1,712.79 an ounce after falling 1.2 percent to a six-week low of $1,703.50 on Tuesday as other assets fell.

U.S. crude rose 0.6 percent to $87.18 after settling at a three-month low of $86.67 on Tuesday. Brent crude futures were up 0.5 percent at $108.83.

The euro steadied at $1.2988 from Tuesday's low of $1.2952, but well below last week's high of $1.3140. The euro's low this month was around $1.2804.

Investors continue to wait both for Spain to ask for aid to help manage its huge public debts with external funds, and for Greece to agree to conditions attached by its global lenders in exchange for a further bailout.

Germany's Sueddeutsche Zeitung paper reported in its Wednesday edition, without citing sources, that euro zone states will grant Greece an extra two years to bring its budget deficit to within agreed targets.

The euro could be pressured if initial readings of euro zone purchasing managers' index and a German Ifo business sentiment survey due later on Wednesday signal further deterioration.

U.S. Federal Reserve Chairman Ben Bernanke has told close friends he probably will not stand for a third term at the central bank even if President Barack Obama wins the November 6 election, the New York Times reported.

Under Bernanke, the Fed has taken aggressive easing policies to help underpin the tepid U.S. recovery. The Fed is unlikely to take fresh steps when it ends a two-day meeting on Wednesday, opting to assess the impact of last month's aggressive quantitative easing measures.

Sober investor sentiment hit Asian credit markets, pushing the spread on the iTraxx Asia ex-Japan investment-grade index 4 basis points wider.

Fed likely to send wait-and-see signal at meeting

WASHINGTON (AP) ? Six weeks ago, the Federal Reserve unveiled its latest plan to invigorate the U.S. economy. This week, the Fed will likely send a simple message:

Give that plan time to work.

No major announcements are expected when the Fed's latest two-day policy meeting ends Wednesday. Instead, officials will likely affirm their plan to buy mortgage bonds as long as necessary to make home buying more affordable, keep short-term interest rates at record lows through mid-2015 and take other stimulative steps if hiring doesn't pick up.

Those policies are intended to support an economy that's shown flashes of strength but isn't growing fast enough to create many jobs or to increase Americans' income. The economy grew at a meager 1.3 percent annual rate in the April-June quarter.

Economists think it grew slightly faster in the July-September quarter. Yet many employers remain wary of hiring, in part because of tax increases and spending cuts set to kick in next year and in part because of a slowing global economy.

The $40 billion-a-month in bond purchases the Fed launched last month are designed to lower interest rates and cause stock and home prices to rise, creating a "wealth effect." When consumers feel wealthier, they're typically more willing to spend, thereby boosting the economy.

The Fed made clear it would likely hold rates low even after the economic recovery has strengthened. That was a signal that it will keep intervening until the economy grows fast enough to reduce unemployment sharply.

Now, the Fed likely wants to wait to assess the effects of its policies before deciding whether to take further action.

There's another reason to stand down for now: A debate is raging inside the Fed over whether its actions are doing much, if any, good. The Fed's moves last month were approved 11-1, with Jeffrey Lacker, president of the Richmond Federal Reserve Bank, dissenting. Since then, some other regional Fed presidents have expressed their discomfort.

The critics note that interest rates have already been at or near all-time lows. They worry that the Fed's injection of steadily more money into the financial system will eventually ignite inflation or create dangerous bubbles in the prices of stocks or other assets.

Since the 2008 financial crisis erupted, the Fed has bought more than $2 trillion in Treasurys and mortgage bonds to try to drive down long-term borrowing rates and accelerate the economy. Its portfolio of investments stands at $2.85 trillion ? more than three times its size before the crisis.

Since the Fed unveiled its latest plans last month, the average rate on a 30-year fixed mortgage has touched 3.36 percent ? the lowest since mortgage buyer Freddie Mac began keeping records in 1971. Cheap loans have helped lift home sales, prices and construction ? key pillars of the housing market's gradual but steady comeback.

Super-low rates have shrunk many bond yields close to zero and led some investors to shift money into stocks, whose prices have surged. Higher stock prices may help explain some of the recent gains in consumer confidence and retail spending.

One part of the Fed's drive to keep long-term borrowing rates down has been a program it began a year ago to sell short-term securities and use the proceeds to buy $45 billion in longer-term securities each month. This program is called "Operation Twist."

When Operation Twist is combined with the mortgage bond purchases the Fed launched in September, the central bank is buying $85 billion in long-term bonds each month.

Operation Twist is to expire at year's end, when the Fed will run out of short-term securities to sell.

Many analysts think the Fed may announce at its next policy meeting in mid-December that it will replace Twist with some other bond purchase program. Fed officials could decide to start buying enough new Treasurys to keep their total long-term-bond purchases at around $85 billion each month.

If the Fed decided instead to do nothing further, it might unsettle investors, said David Jones, chief economist at DMJ Advisors. A signal to financial markets that the Fed was reducing its bond purchases could send long-term rates up and stock prices down.

For now, investors seem pleased that the Fed is on a bond-buying spree.

The central bank is right to signal its commitment to support the economy until the job market strengthens, said Brian Bethune, an economics professor at Gordon College in Massachusetts.

Economic growth remains subpar despite the stronger housing market, a decline in the unemployment rate to 7.8 percent and retail sales in August and September that were the best back-to-back monthly gains in two years, according to Commerce Department data.

"We still have a weak economy, but it would have been flirting much closer to a recession if the Fed had not been as aggressive as it has been," Bethune said.

(AP) ? One day out from their last debate, Republican Mitt Romney and President Barack Obama are cramming foreign policy and taking a rare break from swing-state campaigning.

Monday's face-off in Boca Raton, Fla., represents one of the last major opportunities for Obama and Romney to capture the attention of millions of voters ? especially that small but sought-after group of voters who haven't yet made up their minds.

Obama was holed up in Camp David in Maryland's Catoctin Mountains, where he arrived Friday to prep for the debate, a 90-minute encounter focused on international affairs. With him at the presidential retreat were a band of top advisers including National Security Adviser Tom Donilon, campaign strategist David Axelrod and White House senior adviser David Plouffe.

Romney planned to spend the weekend in Florida, continuing intensive preparation that has consumed large amounts of his time in recent weeks.

Foreign policy has surfaced as a prominent issue in the waning weeks of the race, elevated by a deadly attack on the U.S. Consulate in Benghazi, Libya, and a restive situation in Syria. Although polls show voters continue to prioritize economic issues, both candidates are aggressively pitching themselves as more competent to be commander in chief.

In an unusually quiet day on the campaign trail, Romney running mate Paul Ryan was the only candidate to be out in front of voters. The Wisconsin congressman plans two events Sunday in Iowa, including one in Sioux City with country singer Mark Wills, plus an evening rally in Colorado.

Still, with a tight race closing in, neither Romney nor Obama can afford more than a few days away from the handful of states that will decide the winner.

Obama planned a whirlwind excursion starting after Monday's debate. Events Tuesday in Florida and Ohio will be followed by around-the-clock campaigning Wednesday in Davenport, Iowa; Denver; Los Angeles and Las Vegas. Then on to Tampa, Fla.; Richmond, Va.; and Cleveland on Thursday, when Obama will also return home to Chicago to vote early as part of the campaign's push for early and absentee voting.

In a sign that the candidates' time has become the most precious commodity, Obama's aides said he planned to sleep Wednesday night aboard Air Force One and would call undecided voters from the airplane between stops.

Dr. Benjamin Olsson, Pediatric Critical Care Physician Medical City Dallas says Sammy?s vital signs were ?not compatible with life.?

The 11-month-old Plano boy fell into the swimming pool at his grandfather?s home in Plano on Saturday, October 6th.? Sammy?s uncle, Jason Doolan, was there.? He?s an E.M.T. and administered CPR until paramedics arrived.

?I saw my brother carrying Sammy, his limp, unresponsive, body,? says Jason Doolan.

?I thought we lost him,? says Matthew Doolan, Sammy?s father. ?And it was horrible,? he adds.

When Medical City Plano prepared to transfer Sammy to Medical City Dallas, Doctor Olsson was on duty, reviewed the vital signs and suggested the medical team not try to warm his body temperature.

Dr. Olsson says he suggested something different. Rather than attempting to raise his body temperature to a normal level, Olsson followed the protocol which is currently being used in a nationwide study called Therapeutic Hypothermia After Cardiac Arrest.

?It?s kind of like when you have a sprained ankle or a bump on your elbow.? If you put an ice pack on there, the cooling just helps with the swelling?.? Dr. Olsson says it may have helped the swelling in Sammy?s brain.

After the 72-hour process ended, Sammy started to show signs of improvement.? ?Somewhat to our surprise, because the initial injury seemed so severe, he began showing signs of good brain function,? says Dr. Olsson.? ?He was breathing on his own on the ventilator, showing signs of movement, even purposeful movement, trying to grab things.?

?He?s a miracle baby,? says Sammy?s father, Matthew Doolan.

Sammy will be one year old this Sunday, and his father is hoping he?ll be discharged Saturday.

And his parents are already planning for Halloween.? ?He was going to be Spider Man for Halloween, but now he?s going to be Super Man,? says Sammy?s father.

Police bust home full of illegal guns, drugs, fake money | KFOR.com ...

OKLAHOMA CITY ? Guns, drugs and counterfeit money.

Oklahoma City police arrested two people overnight for running a house of crime?Thursday night near S.W. 10th St. and Penn. Ave.

Information pulled from the trash led Oklahoma City police to raid the home searching for drugs but officers found a whole lot more.

?It was a quite a little operation they has set up, drugs, firearms and counterfeit money,??Oklahoma City Police Master Sgt. Gary Knight said.

In addition to weapons and ammo, police reportedly recovered large amounts of marijuana, cocaine and meth.

Notebooks filled with drug ledgers were also seized.

Officers recovered several sheets of counterfeit 20 dollar bills, counterfeit insurance forms and counterfeit dealer tags.

The couple living in the home, Daniel and Nora Meneses, are accused of all the crimes.

?She didn?t even know what he was hiding and what he was doing,? Nora?s mother,?Elida Chavez, said. ?She doesn?t even know what?s going on.?

Nora?s mother believes Daniel is responsible for all the illegal activity.

Three young kids lived in the home and the grandmother said her daughter would never intentionally expose the kids to illegal activity.

?If she knew he was doing that, I don?t think she?d put the kids in that house,? Chavez said.

Inside the home, police also found a photograph of an infant sitting next to a marijuana plant, a gang roll call and drug amounts.

That could prevent some future gang activity.

?This is a win/win, for us and society,? Knight said. ?To get these drugs and weapons off the streets and get the bad guys behind bars.?

All three young kids were home at the time of the bust.

They are now staying with the grandmother.

Both suspects were booked into the Oklahoma County jail and are each held on a $41,000 bond.

Welcome to the land of Cartoons! Everyone likes cartoons....right? RIGHT!? Well. In the Land of Cartoons, the seemingly endless land abounds with strange animated things! There's really no plot, you'll have to make that yourself! Oh fine, I'll give you some locations and events.

Teveliaon:The "planet" all cartoons live on. It is divided into four main continents....Plus some other non-continents.

Anime Highlands: Where most anime live. It's very brutal and only the tough belong. However, it is a major hotspot for many non-anime looking for trade and resources. Inside it, lies many anime locations from animes.(I would list examples, but I don't watch alot of anime.) has the only arena, in which toons can FIGHT TO THE DEATH!...and then come back to life one episode later.

"Modern" plains: This is the home of most technicolor and modern cartoons. Everything is brightly colored and somewhat childish, and other spots are very dark and mysterious. Some locations include Cartoon New York, Various towns such as Danville and the Cul-de-sac, and The Kingdom of Oo.Has a market in which you can buy and sell things.

The Classic Jungle: the homeland of Black-and-white cartoons, filled with jungled areas, vast rivers dotted with steam boats, and some small towns. Includes Mickey's Steamboat, and other stuff......

No man's Land: A vast dark area to the north, infested with various dangerous enemies, some cartoon and some..not so much. Dotted with Various volcanoes, and has one of the Only KNOWN Void portals out there. Also contains a massive graveyard, haunted by Zombie cartoons and various geists and wraiths.

The Static Sea: Contrarary to the name, the sea is made of actual water, not static. Most of the time the sea is calm and suny, but occasionally has stormy and not fun...at all. Some locations include Storm-along Harbor, and Bikini Bottom.

SPAAAAAACE: Space. Only stars and the sun really exsist, but no other planets. Various space stations float through the black static abyss.

The Void: The alternate diminsion to the mainworld. It consists of an endless black abyss, covered in the shattered remains of an exploded anti-world. Has all of the main features of the other world, but is in ruins and shards. Everything is a dark black and purple. Only Anti-toons inhabit here.

Walter's Castle: The Self-proclaimed king of Teveliaon's castle, it is made of solid gold and inlaid with various fancy stuff. It rests within Modern Plains.

Events:
????:Teveliaon is formed.
0.5 CY(Cartoon Year) Classic Jungle is created, and classic cartoons are born.
16 CY:The Modern Plains are formed, and some of the older Modern Cartoons are created to live there.
50 CY: The Anime Highlands comes into exsistance.
75 CY:SPAAAAAACE is finally reached and established.
100 CY:The invasion of the Void starts.
150 CY:The invasion ends. 1/4 of the continent turns into No-Man Lands and many cartoons are snuffed out.
200 CY: Walter the Aristocroc self-proclaims himself as ruler of Planet, but no one really cares or listens since they govern themselves.
225 CY: One of the Void Portals is rediscovered by a pack of Anime adventurers. Could this mean there are more?

Cartoon Types:

Classic: Black and White cartoons. Generally use signs and screen take-overs to speak, but roughly 50% can speak. They live all throughout the land, but are most common around the Jungle they come from. Also they have stretchy limbs and never die....ever..but they can be severly hurt. Cartoon Physics do not apply, meaning they can pull a lit bomb and huge tools out of a small pocket.

Modern: The colored, fun-loving cartoons everyone loves. they can speak using words, and most cartoon physics don't apply...except they can die, and they can't carry hugemongous tools comparable to their body sizes.

Anime: Generally Japanese, and you should know what anime is. Most Cartoon Physics DO apply, but some can carry giant freaking weapons. Adept magic users. They can bleed and other more graphic stuff.

Anti-toons: Cruel, evil, and just plain nasty. They are like mirrior images of they're non-anti-counterparts, but are all deep dark black, with only glowing purple glowing eyes. They were banished to the Void, and cannot return to the main world, however they are working at it....slowly but surely.

Health care waste deconstructed: Fraudsters and patients aren&#39;t the ...

If anybody ever tells you we can?t afford health care for everybody, consider the following: Every other wealthy country in the world provides health care for all at an average of about half the per-person cost in the United States.

Their health care systems are more popular than ours and get better results for all their people. In those countries, there is no such thing as medical bankruptcies and there is no job-lock due solely to health care coverage.

Last month, the National Academy of Sciences reported that in the U.S. we waste $750 billion on health care, or about one in every three dollars we spend. Apologists for our dysfunctional health care system blame fraud and inadequate prevention ? ?blame the patient? ? for most of that. But those two factors accounted for only 17 percent of the waste, according to the NAS.

The rest of the waste, 83 percent, was accounted for by other factors. Unnecessary services accounted for 28 percent. Unnecessarily high prices accounted for 14 percent. Excess administrative costs due to too many private insurance companies and types of insurance accounted for 25 percent.Inefficiently delivered services due to a lack of coordination among doctors, hospitals and other providers accounted for another 17 percent.

Many of these problems can be solved, and have been in other countries and in parts of this country. But they will not be solved anytime soon unless we fundamentally transform the ways we finance and deliver health care.

The mission of a public financing system, such as Medicare, is to facilitate the delivery of medical care. Medicare has an administrative overhead of less than 5 percent. The mission of private health insurance companies is to create wealth for their owners. To do so, they spend a lot of time, effort and money impeding the delivery of medical care in order to insure that they minimize payouts and maximize profits. In doing so, they have overhead approaching or exceeding the 20 percent limit imposed by the Affordable Care Act.

This is where much of the $190 billion in administrative spending that does little or nothing to improve health goes.

Americans have to wake up to the fact that most prices charged for medical care in the U.S. are simply too high ? far higher for most products and services than in any other country. Technology companies are accustomed to charging far higher prices than are necessary to sustain a sound business. While there is a large range of incomes among doctors and other health care professionals, many are making far more money than is necessary to maintain a perfectly comfortable lifestyle.

For many years, in both the public and private sectors, we have attempted to solve problems with the delivery of health care by just throwing more money at them. This glut of money has led to an environment where improving the efficiency of care by better coordinating services, which is hard work, or factoring cost into clinical decisions has not been necessary.

This problem could be solved by putting our health-care system on a budget-driven diet while simultaneously expanding access. Such an approach would be politically sustainable only if we are all in the same system in a program like Medicare, for everybody.

If that were the case, we could then all see the benefits of making substantial and effective investments in preventing diseases before they reach advanced ? and costly ? stages. That?s the way it works in most other wealthy countries.

A centrally financed health care system, such as Medicare for All, would also permit large-scale collection of consistently formatted claims and illness data. Such a database would make fraud much more visible and therefore less attractive, and would make preventive health measures, such as tumor registries, much more effective. Canada, because it has a national health system, is now ahead of us in the creation of such comprehensive registries that help improve prevention measures, and produce their better results.

Moving toward a single, tax-supported public financing system in Maine and the U.S. would also hasten and greatly simplify reform of the ways we pay physicians, hospitals and other providers, rewarding them for improved results and more efficient coordination of services.

The bottom line is that there is already enough money in the system to more than adequately cover everybody, if we can eliminate the waste. To do so, we would have to kill a few golden geese. The owners of those geese will be unhappy and will fight tooth and nail, but the rest of us would be much better off.
