CHICAGO (AP) ? Across the country, Americans plunked down an estimated $1.5 billion on the longest of long shots: an infinitesimally small chance to win what could end up being the single biggest lottery payout the world has ever seen.

The numbers drawn Friday night in Atlanta were 2-4-23-38-46, Mega Ball 23. Lottery officials expected to release details about possible winners a couple of hours after the 11 p.m. Eastern drawing.

Forget about how the $640 million Mega Millions jackpot could change the life of the winner. It's a collective wager that could fund a presidential campaign several times over, make a dent in struggling state budgets or take away the gas worries and grocery bills for thousands of middle-class citizens.

And it's a cheap investment for the chance of a big reward, no matter how long the odds ? 1 in 176 million.

"Twenty to thirty dollars won't hurt," said Elvira Bakken of Las Vegas. "I think it just gives us a chance of maybe winning our dream."

So what exactly would happen if the country spent that $1.5 billion on something other than a distant dream?

For starters, it could cure the everyday worries of hundreds of thousands of American families hit by the Great Recession. It costs an average of $6,129 to feed the typical family for a year ? meaning the cash spent on tickets could fill up the plates of 238,000 households.

As gas prices climb faster than stations can change the numbers on the signs, the money spent on tickets could fill the tanks of 685,000 households annually.

Or it could play politics. So far in this campaign, Republicans and President Barack Obama have spent $348.5 million. The amount spent on Mega Millions tickets could cover that tab four times over.

Could the money dig governments out of debt? That's a problem that even staggering ticket sales can't solve. It could trim this year's expected $1.3 trillion federal deficit by just over a tenth of 1 percent. In Illinois, the money would disappear just as fast into that state's $8 billion deficit.

On a personal level, that much money staggers. Giving $1.46 billion to a broker could purchase 2.4 million shares of Apple stock. (It would also be enough to buy about 2.4 million iPads at the starting price of $499. That's almost as many as the 3 million new iPads that Apple has already sold.)

Or consider the whimsical: A family of up to 12 could live for more than a century at Musha Cay, magician David Copperfield's $37,000-a-night private island resort in the Exuma Cays of the Caribbean.

For a more celestial vacation, the nearly $1.5 billion wagered could purchase about 7,300 tourist tickets for a ride into space aboard Virgin Galactic's SpaceShipTwo. And it would pay for 26 rides for U.S. astronauts to the International Space Station aboard the Russian Soyuz spacecraft.

It would even buy a stake in pop culture. Want to influence the next winner of American Idol? If it costs a quarter to text in a vote to Ryan Seacrest, and it takes 122 million votes to win as it did last season, the money could control the outcome of the next 47 seasons.

For the states that participate, the money spent on lotto tickets is hardly a waste. It doesn't all end up as the winner's personal fortune ? much of it is used by states to fund education and other social service programs, which is why advocates promote the lottery.

Though the specifics vary among the 42 participating states and the District of Columbia, only about half of ticket sales go into the actual jackpot. Another 35 percent goes to support government services and programs, while the rest funds lottery operating costs.

On Friday, the lottery estimated that total ticket sales for this jackpot, which has been building up since Jan. 28, will be about $1.46 billion, said Kelly Cripe, a spokeswoman for the Texas Lottery Commission.

You're about 20,000 times more likely to die in a car crash than win the lottery, but that doesn't matter to most people.

"Part of it is hope. ... The average person basically has no chance of making it really big, and buying a lottery ticket is a way of raising the ceiling on what could possibly happen to you, however unlikely it may be," said George Loewenstein, a professor of economics and psychology at Carnegie Mellon University who has studied how rich and poor consumers make a choice to buy lottery tickets.

The odds are much better that someone will begin their weekend a winner. Aaron Abrams, a mathematician at Emory University, said he calculated that there was only a 6 percent chance that no one would hold the winning numbers.

"Every time the jackpot gets higher, more and more people buy tickets, which makes it more and more likely that someone will win," Abrams said. "So the chance that it rolls over this many times in a row is very small. It's quite a rare event."

The estimated jackpot dwarfs the previous $390 million record, which was split in 2007 by two winners who bought tickets in Georgia and New Jersey.

The rarity of Friday's jackpot was fueling the fervor. Lines formed at grocery stores, gas stations, liquor stops and other venues across the country.

In Arizona, a caf? worker reported selling $2,600 worth of tickets to one buyer. In Indiana, hundreds lined up for a giveaway of free tickets. Hundreds from Utah and Las Vegas streamed in to neighboring California or Arizona to buy tickets because their states don't participate.

Accountant Ray Lousteau, who bought 55 Mega Millions tickets Friday in New Orleans, knows buying that many tickets doesn't mathematically increase his odds, and that his $55 could have gone elsewhere. He spent it anyway.

"Mathematically, it doesn't make a difference, and intellectually we know that. But for some reason buying more tickets makes you feel more lucky," Lousteau said. "Even people who know better are apt to feel that way."

In Chicago, Peter Muiznieks bought a ticket at a liquor store. He knows his chance of winning is a long shot, and that the money the country is spending on tickets could go elsewhere. He still couldn't help himself, and laughed as the apparent contradiction of his opinion and his actions.

"Lottery and games of chance are a stupidity tax and the more we all buy into this, the less rational we are as a society," he said.

Panel backs sharing studies of lab-made bird flu

(AP) ? The U.S. government's biosecurity advisers said Friday they support publishing research studies showing how scientists made new easy-to-spread forms of bird flu because the studies, now revised, don't reveal details bioterrorists could use.

The decision could end a debate that began in December when the government took the unprecedented step of asking the scientists not to publicize all the details of their work.

The research, by two scientific teams ? one in Wisconsin, the other in the Netherlands ? was funded by the United States. It was an effort to learn more about the potential threat from bird flu in Asia. The virus so far doesn't spread easily among people. But the new lab-made viruses spread easily among ferrets, suggesting they would also spread among humans.

Last year, after reviewing earlier versions of the papers, the National Science Advisory Board for Biosecurity said publishing full details would be too risky. The federal government agreed.

Scientists around the world debated the matter. Many argued that full publication would help scientists track dangerous mutations in natural bird flu viruses and test vaccines and treatments.

On Friday, board members, meeting in Washington, announced they are satisfied with the revised papers. The panel's advice now goes to the U.S. Department of Health and Human Services for a decision.

The board unanimously supported publication of one study, led by Yoshihiro Kawaoka, of the University of Wisconsin. By majority vote it supported publication of the key parts of a second study, from Ron Fouchier, of the Erasmus Medical Center in Rotterdam, the Netherlands.

In an email, Kawaoka said the revisions to his paper "were mainly a more in-depth explanation of the significance of the findings to public health and a description of the laboratory biosafety and biosecurity."

Editors of the journals Science and Nature, which plan to publish the works, said they were pleased by the recommendation.

"Subject to any outstanding regulatory and legal issues, we intend to proceed with publication as soon as possible," said Philip Campbell, editor-in-chief of Nature.

The manmade viruses are locked in high-security labs. Publication in scientific journals is how scientists share their work so that their colleagues can build on it, perhaps finding ways to better monitor and thwart bird flu in the wild, for example.

University of Pennsylvania bioethics professor Art Caplan said the board's recommendation makes sense, primarily because the information in the studies is already being shared among scientists.

"The details of this paper are already out, these two papers. The horse is out of the barn, and trying to yank it back doesn't make much sense," Caplan said.

Natural bird flu has infected people through close contact with animals, and it doesn't easily spread from person to person. Scientists fear that a highly transmissible bird flu could cause a lethal pandemic.

The researchers say the transmissible germs they created did not actually kill the lab animals.

The bird flu virus, called H5N1, has spread mostly through poultry in Asia for the past decade. It has killed more than 300 people since 2003, mostly in Asia.

As more autism reported, doctors say check early

(AP) ? At 18 months, Cristina Astacio spoke only a few words, wouldn't respond to her name and shunned other kids in her day care group. Last October, her worried parents found out why.

She has a mild form of autism, a diagnosis being given to more U.S. children than ever before, largely because of more awareness and better diagnosis.

According to new government statistics, the rate is about 1 in 88. That means autism is nearly twice as common as the government reported just five years ago. The largest increases are in Hispanic kids like Cristina.

The definition of autism has changed over the years, and Cristina might not have been considered autistic two decades ago.

But experts say kids like her are lucky in a way, because her parents recognized early that something was wrong. The Centers for Disease Control and Prevention report issued Thursday found that 40 percent of kids weren't diagnosed until after age 4. Evidence shows that children who are identified early and get help have the best chance for reaching their potential, said CDC Director Dr. Thomas Frieden.

The American Academy of Pediatrics recommends autism screening for all children at age 18 months and 2 years.

Diagnosing the developmental disorder relies on observing behavior. Autism can't be cured, but treatment including intensive behavior therapy can help many kids function better.

The academy's Dr. Susan Hyman said many children who aren't making eye contact and aren't talking "may have autism, but they may have other things." She said it's important for parents to be persistent about their concerns with their doctor so their kids can be evaluated.

Kristy Batesole, of Atascadero, Calif., says she suspected something was wrong with her son, Keegan, even when he was a hard-to-calm overly fussy baby. He learned words, but by age 2 stopped talking, would spend hours opening and closing doors and sometimes bang his head on the ground.

Though he started getting special help in preschool in Nevada, he wasn't formally diagnosed with autism until last year, at age 6, after the family moved to California, where there are more autism specialists.

Cristina Astacio gets two hours of behavior therapy six days a week. Her mom, Charisse, says the little girl now responds to commands and speaks about 50 words. The most special are two words Cristina never said before. "Now she says 'mommy' and 'daddy,'" Astacio said. "It's wonderful."

Christina's dad, Christopher, is a special-education teacher in the New York City; most of the kids in his class are Hispanic and many have autism.

"I remember back in the past, a few kids here and there had autism, not like the way it is now," Astacio said. "I'm really curious why so many kids are being diagnosed."

Experts, including CDC researchers, think broader screening and better diagnosis have largely contributed to that. But autism's cause remains a mystery, and government researchers are seeking answers.

The latest numbers are based on 2008 data from 14 states and suggest that autism rates have climbed 23 percent since 2006. Rates are highest in boys and white children. But the biggest rate increase was among Hispanics, from 1 in 270 in 2002 to about 1 in 125 in 2008.

That rate increase also is likely due to better awareness. The CDC report says there's no strong evidence of any racial or ethnic difference in risk factors for autism and that it's likely the condition is underdiagnosed in blacks and Hispanics.

Melissa Miller, a St. Petersburg, Fla., mom whose daughter, Chelsea, was diagnosed last year at age 2, said many people still misunderstand the disorder.

"I think many people hear 'autism' and think 'Rain Man,'" she said, referring to the 1988 movie featuring Dustin Hoffman as the mathematically brilliant but socially impaired autistic savant.

"The autism spectrum is so vast, and all of our children are different. Many of them don't rock back and forth or have savant skills. They are sweet, affectionate, intelligent, goofy ? and exhausting ? kids," Miller said.

Proposed revisions in the manual that doctors use to diagnose mental illness would streamline autism criteria. Critics contend the suggested changes would be too narrow and exclude children who need educational and behavioral services.

Hyman noted that since the manual's last revision, in 1994, much has been learned about autism. "There's a real possibility the new definition will be better for children," she said Thursday at a CDC news conference.

CDC officials say research into causes of autism will help determine if there's been a true increase or just better diagnosis.

Genetics is believed to play a role. Studies have found no connection with childhood vaccines, but other factors under investigation include mothers' illnesses or medication during pregnancy. First results from the CDC study are expected next year.

Geraldine Dawson, chief science officer for the advocacy group Autism Speaks, said the new figures indicate "a public health emergency that demands immediate attention."

Her group estimates that U.S. autism costs total $126 billion each year, including costs related to diagnosis and treatment. That estimate also includes treatment for severely affected adults and lost wages.

Murdoch's media empire strikes back

LONDON (Reuters) - An angry Rupert Murdoch on Thursday declared war against "enemies" who have accused his pay-TV operation of sabotaging its rivals, denouncing them as "toffs and right wingers" stuck in the last century.

Separate reports by the British Broadcasting Corporation and the Australian Financial Review newspaper this week said that News Corp's pay-TV smartcard security unit, NDS, had promoted piracy attacks on rivals, including in the United States.

NDS and News Corp had already denied the claims, but on Thursday the media empire mounted a concerted fight back as a corruption scandal that has plagued its UK newspapers began to encroach on its far more lucrative pay-TV business.

"Seems every competitor and enemy piling on with lies and libels. So bad, easy to hit back hard, which preparing," News Corp Chief Executive Murdoch, 81, tweeted.

News Corp, whose global media interests stretch from movies to newspapers that can make or break political careers, has endured an onslaught of negative press since a phone-hacking scandal at its News of the World tabloid blew up last year.

At its height last July, Murdoch told British parliamentarians: "This is the humblest day of my life," after meeting the family of a murdered schoolgirl whose phone News of the World journalists had hacked.

On Thursday, it appeared that Murdoch had had enough of apologizing. "Enemies many different agendas, but worst old toffs and right wingers who still want last century's status quo with their monopolies," he tweeted.

For an avowed republican such as Murdoch, describing someone as an upper class "toff" is a damning insult - although he is now seen by many in Britain as part of the establishment, thanks to his business interests and ties to politicians.

The BBC has a long history of ideological clashes with BSkyB, which is 39 percent owned by News Corp, and both Rupert and his son James Murdoch have publicly attacked the British public service broadcaster over the years.

The Australian Financial Review is owned by Fairfax Media, the main rival to Murdoch's News Ltd newspaper group in Australia.

In a letter sent to the Australian Financial Review by NDS on Thursday, the company's executive chairman Abe Peled accused the newspaper of repeatedly mischaracterising NDS.

"You repeatedly mischaracterize communications about third party pirate devices to suggest that NDS was responsible for those devices," Peled wrote.

"You further mischaracterize NDS emails to suggest that NDS encouraged piracy of competitor systems while ignoring evidence that NDS was responsible for bringing to justice the sources of that piracy."

Peled adds that NDS is "a leader in the fight against piracy" and that the company "has assisted law enforcement agencies around the globe in bringing to justice many of the pirates your articles falsely portray as victims".

PASTYGATE

Richard Levick, a crisis public-relations guru whose clients have included the Catholic church and some Arab governments, said he had sympathy for Murdoch although he would have advised a more measured response.

"We have a saying here: Don't kick a man while he's up - it's too much work. Rupert Murdoch has been down now for three-quarters of a year so he's an easy target. People start to pile on. I sense exhaustion," he told Reuters.

"He's going to back to the old tools here, going on the attack, going for blustery headlines. It's worked for him for 40 years, so why change now? I understand the natural inclination to do that and I have some personal sympathy with him."

In the past week, Murdoch's British newspapers, which had been relatively subdued since the phone-hacking scandal broke out, have also gone back on the offensive, dominating the country's political agenda with some bold moves.

The Sunday Times mounted a old-fashioned sting operation in which reporters posing as international financiers were promised exclusive access to Prime Minister David Cameron in exchange for donations of 250,000 pounds ($400,000) a year.

The article led to the immediate resignation of a senior fundraiser from the ruling Conservative party, forced Cameron to disclose details of people who dined at his private apartment, and sparked a discussion about party funding.

Days earlier, the Sun tabloid hijacked the national debate about the country's 2012 budget by seizing on an obscure tax the government planned to impose on hot pies, seen as a staple of a working-class diet, and offering a free pie to every reader.

A week later, Cameron, his finance minister and the opposition leader were still vying with one another to be seen as the most avid pie-eater, tucking into pasties, pies and sausage rolls at every photo opportunity.

"INACCURATE CLAIMS"

The latest allegations bring the crisis closer to Murdoch's son James, who sits on the board of NDS, which News Corp and co-owner private equity firm Permira agreed to sell for $5 billion to Cisco this month.

The younger Murdoch, who is also chairman and ex-CEO of BSkyB, has been criticised for not uncovering the scale of phone-hacking at the News of the World, though he had not yet joined the UK newspaper operation when the hacking took place.

He has since moved to New York after being promoted within News Corp to deputy chief operating officer, and has severed all ties with the British newspapers. His focus is now the company's international pay-TV operations, where he made his career.

Chase Carey, News Corp's COO and James Murdoch's immediate boss, issued a statement late on Wednesday in which he condemned both the BBC Panorama documentary and other media worldwide that had reported its claims.

"The BBC's Panorama program was a gross misrepresentation of NDS's role as a high quality and leading provider of technology and services to the pay-TV industry, as are many of the other press accounts that have piled on - if not exaggerated - the BBC's inaccurate claims," he wrote.

NDS has complained that it was not asked for its side of the story before Monday's Panorama, which said NDS had leaked secret codes that allowed rampant pirating of BSkyB rival ITV Digital, which went bust in 2002.

On Thursday, NDS's Executive Chairman Abe Peled published a detailed letter to Panorama accusing the documentary of using manipulated emails to support its allegations, and demanding that the program retract the claims.

The BBC said: "We stand by the Panorama investigation. We have received NDS's correspondence and are aware of News Corp's rejection of Panorama's revelations. However, the emails shown in the program were not manipulated, as NDS claims, and nothing in the correspondence undermines the evidence presented in the program."

Also this week, the Australian Financial Review published a story claiming that NDS had allowed piracy to thrive at its client U.S. satellite broadcaster DirecTV, which Murdoch had ambitions to buy, even though it had a fix.

It reported that NDS ran a secret unit in the mid-1990s to sabotage its competitors. The stories were the result of a four-year investigation by investigative reporter Neil Chenoweth, who has written two books about Murdoch.

The AFR's Editor-in-Chief Michael Stutchbury told Reuters on Thursday: "We fully stand by our reports in the paper and by Neil Chenoweth's extraordinary investigation."

"We are not motivated in any way by any desire to damage any financial rival to the company that runs the Financial Review. We are simply following the story and publishing what we have uncovered," he said.

None of the evidence presented by Panorama and the AFR this week suggests that the Murdochs or any other News Corp executives were aware at the alleged practices at NDS.

NDS has won several court cases brought by rivals accusing it of promoting piracy, while others have been dropped - in one case because News Corp bought a subsidiary from the rival, Vivendi, which at the time was struggling with debt.

News Corp made $3.8 billion in revenues and $232 million in operating profit from satellite TV in its last fiscal year. It does not detail financial results for its newspapers but its UK titles bring in less than 3 percent of group profit.

New theory on size of black holes: Gas-guzzling black holes eat two courses at a time

ScienceDaily (Mar. 23, 2012) ? Astronomers have put forward a new theory about why black holes become so hugely massive -- claiming some of them have no 'table manners', and tip their 'food' directly into their mouths, eating more than one course simultaneously.

Researchers from the UK and Australia investigated how some black holes grow so fast that they are billions of times heavier than the sun.

The team from the University of Leicester (UK) and Monash University in Australia sought to establish how black holes got so big so fast.

Professor Andrew King from the Department of Physics and Astronomy, University of Leicester, said: "Almost every galaxy has an enormously massive black hole in its center. Our own galaxy, the Milky Way, has one about four million times heavier than the sun. But some galaxies have black holes a thousand times heavier still. We know they grew very quickly after the Big Bang.''

"These hugely massive black holes were already full--grown when the universe was very young, less than a tenth of its present age."

Black holes grow by sucking in gas. This forms a disc around the hole and spirals in, but usually so slowly that the holes could not have grown to these huge masses in the entire age of the universe. `We needed a faster mechanism,' says Chris Nixon, also at Leicester, "so we wondered what would happen if gas came in from different directions."

Nixon, King and their colleague Daniel Price in Australia made a computer simulation of two gas discs orbiting a black hole at different angles. After a short time the discs spread and collide, and large amounts of gas fall into the hole. According to their calculations black holes can grow 1,000 times faster when this happens.

"If two guys ride motorbikes on a Wall of Death and they collide, they lose the centrifugal force holding them to the walls and fall," says King. The same thing happens to the gas in these discs, and it falls in towards the hole.

This may explain how these black holes got so big so fast. "We don't know exactly how gas flows inside galaxies in the early universe," said King, "but I think it is very promising that if the flows are chaotic it is very easy for the black hole to feed."

The two biggest black holes ever discovered are each about ten billion times bigger than the Sun.

Their research is due to published in the Monthly Notices of the Royal Astronomical Society. The research was funded by the UK Science and Technology Facilities Council.

It?s not easy to buy a car when you?re upside down in your car loan. That is, you owe more on the vehicle you?re driving than it?s worth. It?s called negative equity.

So it?s mighty appealing when a dealer offers to ?pay off your trade -- no matter how much you owe.?

Warning: some of these ads are deceptive. The dealer never intends to pay off the negative equity of that trade-in. ?Fall for the pitch and you?ll get taken for a ride.

?How can a dealer pay you more for the car than they can sell it for?? asks Jack Gillis, author of The Car Book 2012. ?It makes no business sense. That?s why these deals are too good to be true.??

Last week, five dealers around the country agreed to settle complaints brought by the Federal Trade Commission that they did not ?pay off? trade-in vehicles with negative equity as promised in their advertisements.?

?The dealers actually rolled the amount of the negative equity into the loan package for the new vehicle,? says FTC attorney Malini Mithal. ?So you were ultimately responsible for paying off your trade, not the dealer.?

The dealers named in the government?s complaints are: 1) Billion Auto of Sioux Falls, South Dakota; 2) Frank Myers AutoMaxx of Winston-Salem, North Carolina; 3) Key Hyundai of Manchester in Vernon, Connecticut; 4) Hyundai of Milford,? Connecticut, and? 5) and Ramey Motors of Princeton, West Virginia.

In settling with the government, the dealers do not admit doing anything wrong. But they promise not to make this sort of deceptive representation in the future.?

You need to be very careful when you trade in a vehicle that has negative equity. Otherwise, you could get burned.?

Know if you are upside down on your car loan
Check Edmunds or Kelley Blue Book for the approximate value of your car and compare that to what you still owe on your loan.? If you owe more than the car is worth, you?re upside down.?

?Now is not the time to try and sell or trade in your car,? Gillis advises. ?Keep it until you are 'right side up' and then think about selling or trading in.??

Understand all the paperwork you will sign at the dealership?
Buying a car with a trade-in is really three different deals. Keep those transactions separate.?

  • Know exactly what you?re getting for your trade-in. Gillis says most people can do better by selling it themselves.
  • Know exactly what you?re paying for the new car.
  • Negotiate the financing. What matters here is the APR or annual percentage rate.?

In many cases, the salesperson will try to wrap all three deals together by asking how much you can afford for a monthly payment. Don?t go down that path.?

?Unless you negotiate each of these three transactions separately, you have no idea what the value of each element is or if you?re actually paying too much,? Gillis warns.?

These cases are the first of their kind brought by the Federal Trade Commission. The FTC?s Malini Mithal says her agency is ?very focused? right now on auto financing and leasing issues.?
